Is Circumnews Scam?

We all heard about this new website where it looks truly scammy because of the easiest way to earn money online. As long as they don’t asked account numbers and such and we don’t pay anything, I tried to join and go for it. I make sure I have a different user and pass to prevent my original account. Today, I payout from circumnews.com and it says that I have to wait within 14 workdays for the payment. I only gave my PayPal account, which doesn’t need any more account number other than my PayPal address.
